Add All sites option under selection of sites in User creation

Severity: Minor

Steps to Replicate:

  1. Go to Configuration
  2. Click User Access
  3. Click Create
  4. Click Site text field and find all sites option

Actual Result:

All Sites not included from the list

Expected Result:

All Sites must be included in the selection.
